Harry Truman was the lowest at 23 pct.No prez. ever faced a more monumental decision than he, to drop the Atomic bomb on the japs on August 6 1945.' Tricky' dick head gets my vote , a no brainer here,but this S.O.B will go down in history as by far the worst ever.Even his A.H. buddy repubs. are turning on him.
