Why are there BCS vs. nonBCS bowl tie-ins?

Given that bowls are a business, I'm just curious as to why the 7th and 8th place teams of BCS leagues are matched against the 2nd and 3rd place teams of nonBCS leagues? I would think there is a bowl looking to match the 7th and 8th place teams in the BCS leagues instead.

Money. The bowls want at least one big name school to draw interest and money. Two non-BCS schools, in their minds, won't draw as many fans as one BCS conference school. So, Miami OH vs Central Florida and South Carolina vs Florida St would be less money for one bowl, but Miami OH vs FSU and Central Florida vs South Carolina would guarantee both bowls one BCS fanbase. Those matchups just examples, have no clue what matchups are actually gonna happen.
